		<description>The key word being &lt;em&gt;solid&lt;/em&gt; base. Nothing is more frustrating than being expected to work with something that for any number of reasons is just not workable. In that case not starting fresh is essentially just trying to apply a bunch of duct tape as a fix.

It also seems there is more to be said for refreshing design than refreshing code, especially if that code wasn&#039;t yours originally. While it may not matter as much for certain application code, efficiency on the front end is too important to accept a rework of cruft.</description>
